Evaluation of the Norwegian Tax Administration’s Capacity Building Program Final Report
The Capacity Building Program (CBP), implemented by the Norwegian Tax Administration and funded by Norad, supports improved tax collection in developing countries through capacity building. The evaluation reviewed the program's performance from 2018 to 2024, noting strengths in demand-driven projects and positive impacts but identifying issues in management structures, results reporting, and cost-efficiency. Recommendations for improved oversight and focus on unique competencies were provided.
