Report on Norwegian Flag State Performance A self-assessment in accordance with the FAO Voluntary Guidelines for Flag State Responsibility
This report is a self-assessment of Norway’s flag State performance conducted in accordance with the FAO Voluntary Guidelines for Flag State Responsibility. A five-member working group from the Ministry of Trade, Industry and Fisheries, the Directorate of Fisheries and an external advisor examined Norway’s legal framework, implementation of RFMO measures, vessel registration, authorizations, and monitoring, control and enforcement. The report concludes that Norway has largely incorporated relevant international obligations into national law but identifies gaps concerning transshipment and the regulation of fishing-related activities such as refuelling and resupplying at sea. It presents findings against the FAO assessment criteria and suggests areas for follow-up by Norwegian authorities.
