In Need of a Better Framework for Success An evaluation of the Norwegian participation in the EU 6th Framework Programme (2003–2006) and the first part of the EU 7th Framework Programme (2007–2008)
This report evaluates Norwegian participation in EU FP6 (2003–2006) and the early phase of FP7 (2007–2008). The study, commissioned by the Norwegian Ministry of Education and Research and produced by NIFU STEP with external contributors, uses surveys, bibliometrics, case studies, interviews and R&D statistics. It finds that participation has been valuable for Norwegian research and internationalisation, but identifies shortcomings in funding rules, administrative burdens and national support measures. The report concludes with recommendations to strengthen national strategies, incentives for early engagement and better compensation for project costs.
