Revision: National counterterrorism strategy Ministry of Justice and Public Security — Version 2022
This national counterterrorism strategy (Version 2022) provides a strategic framework for preventing, protecting against and managing terrorism affecting Norway and Norwegian interests abroad. It reaffirms priority areas from the 2021 strategy and sets five focus areas with prioritised measures including regulation, technology, threat communication, knowledge and cooperation. The document clarifies roles and responsibilities across ministries, police, intelligence, local government and the private sector, and emphasises respect for the rule of law and human rights. Implementation is to be funded through existing allocations and will be informed by ongoing commissions and task forces.
