This report is the Norwegian Country Background Report (CBR) produced for the OECD programme Improving School Leadership (ISL). Twenty-two countries are contributing with similar Country Background Reports. 2The overall purpose of the Activity is to provide policy makers with information and analysis to assist them in formulating and implementing policies to support the development of school leaders who can systematically guide the improvement of teaching and learning.
