External Evaluation of the Scientific Basis of the Assessment System for Ecological Condition in Norway
This report presents an external evaluation of the scientific basis for Norway's assessment system for ecological condition, commissioned by the Ministry of Climate and Environment. The panel compared two assessment methods — PAEC and IBECA — reviewing reports, peer-reviewed literature and stakeholder interviews. The evaluation assesses methodological strengths and weaknesses, transparency, the role of expert judgment, and suitability for evidence-based policymaking. The report concludes with specific recommendations for improving both methods and guidance for future direction of the assessment system.
