The report investigates the needs and strategies for multiple stakeholders, including internally displaced persons (IDPs) and universities in Ukraine, against the backdrop of systemic challenges such as war. It evaluates labour market trends, the role of universities in regions, adaptive strategies, and capabilities required. Additionally, it examines the role of other stakeholders in addressing these needs and provides methodological approaches for such assessments.
