Family policy in Estonia and Latvia: A comparative review of state support to families with children Poverty, social assistance and social inclusion – developments in Estonia and Latvia (Fafo-paper 2005:26)
This paper examines family policy in Latvia and Estonia after the restoration of independence, focusing on state financial support to families with children, poverty and social exclusion among families, and measures to promote reconciliation between work and family life. It provides a comparative review of legislation, programmes and political developments in both countries. The study analyses institutional changes, benefit systems and policy initiatives up to the early 2000s. Findings highlight gaps in integrated family policy and variations in political prioritisation and implementation.
