Investing in a common future
This expert group report reviews Norway's international development policy and proposes a new framework based on 'investment in sustainable development'. It outlines two clear financing categories—poverty reduction and humanitarian assistance, and cooperation on global public goods—and recommends clearer targets, reporting and assessment criteria. The report calls for increased mobilisation of public and private finance, including ambitious GNI-based targets and strengthened instruments such as Norfund. It also proposes improved reporting (ODA and TOSSD) and a new white paper to provide a political basis for the framework.
