Evaluation of the Norwegian Tax Administration’s Capacity Building Program Final Report
KPMG was commissioned by Norad to carry out an evaluation of the Norwegian Tax Administrations’s Capacity Building Program in 2025. The objective of the evaluation was to review the overall results of the work for the period 2018-2024 and assess the program’s performance. The overall finding of the evaluation was that while technical implementation of the capacity building appeared to have been effective, management and oversight of the program could be improved.
