Literature review on civil society's roles in reducing tropical forest loss REPORT 2/2022
This literature review (February 2022) synthesizes research since 2016 on the roles of civil society in reducing tropical forest loss, commissioned by Norad's Department for Evaluation and carried out by CICERO. It finds civil society plays multiple roles—advocacy, agenda-setting, monitoring, supporting indigenous and local communities, pressuring supply chains, and acting as watchdog—often with context-dependent effects. The review highlights gaps including limited comparative studies, insufficient inclusion of local and indigenous perspectives, and weak funding channels to local actors. It concludes with recommendations for funders to ensure genuine local engagement, address power relations and land tenure, and support rigorous impact evaluations.
