"Norwegians? Who needs Norwegians?" Explaining the Oslo Back Channel: Norway’s Political Past in the Middle East
This report examines Norway's historical political role in the Middle East and explains the origins of the secret Oslo Back Channel. Commissioned by the Norwegian Ministry of Foreign Affairs and prepared by PRIO, it focuses on developments prior to 1993 and investigates why Norway became a central mediator. The analysis is based on archival documents (declassified and partly classified), parliamentary records, media sources, and numerous interviews. The report traces Norway–Israel relations from the 1940s and discusses changes from the 1970s to assess how this political past enabled Norwegian mediation.
