This report maps Norway’s role in value chains for critical and strategic raw materials, covering geology, extraction and process industry positions. It assesses Norwegian strengths and vulnerabilities in upstream and midstream segments and how they integrate with European and allied value chains. The report identifies structural barriers, development opportunities and the need for integrated approaches, but does not provide prescriptive policy recommendations. It is intended as a shared knowledge base for authorities, industry and research to support further analyses and prioritisation.
