National strategy for coordinated reintegration after served sentences 2017–2021 Strategy to reduce recidivism to crime
This strategy sets out cross-ministerial objectives and initiatives for coordinated reintegration of people after serving sentences in Norway for 2017–2021. It identifies challenges among inmates—such as housing, employment, education, debt and mental health—and highlights coordination failures between correctional services, municipalities and other public agencies. The document aims to reduce recidivism by improving continuity of services, closing 'backslide zones' and strengthening administrative cooperation across sectors.
