Guidelines for Norwegian Development Cooperation with Uganda 2001-2005
The development cooperation between Uganda and Norway in the2001-2005 period will subscribe to the same overall goals as thePEAP and use the same indicators for monitoring achievements. Thetwo countries agree that a holistic, cross-sectoral approach isnecessary to reduce poverty, and confirm their intention to movetowards budget support modalities as and when appropriatetransparent mechanisms are put in place. The developmentcooperation programme for 2001-2005 will focus on three areas:good governance, democracy and human rights; economic growthand private sector development; and social development, withparticular emphasis on the health sector.
