Balancing Trust and Accountability? The Assessment for Learning Programme in Norway
This report describes and evaluates the implementation of a specific national programme, Vurdering for Læring or “Assessment for Learning” which was initiated by the Norwegian government in 2010. The purpose of Assessment for Learning is to enhance assessment practices in Norwegian schools (years 1-12). The findings of case study underline the importance of good communication and trust between the various stakeholders and government levels to succeed in the implementation of the programme. The case study also points to the importance of municipalities and school owners fully understanding the goals of the programme and ensuring that capacity building and leadership are given the necessary attention. Moreover, the report shows the various ways the programme has been implemented on the local level and the importance of providing sufficient time to fully implement new practices.
