National strategy to improve lower secondary education in Norway by increasing pupil motivation and basic skills through more practical and varied teaching. The strategy prioritises classroom management, numeracy, reading and writing and emphasises school-based professional development, leadership and local collaboration. It covers the period from the 2012/2013 to 2016/2017 school years and involves municipalities, schools, higher education institutions and national authorities.
