Evaluation of the Students at Risk program Rapport 2025–14 / Proba-report no. 2025–14, project no. 24117
This report evaluates the Students at Risk (StAR) programme, assessing whether it enables human rights activists to complete higher education in Norway and how participation affects their activism and other outcomes. The evaluation uses document review, a survey of current and former students, and interviews with programme actors and students. Findings show high completion rates and general academic satisfaction, but identify challenges in objective clarity, geographical distribution, risk management, and psycho-social support. The report provides recommendations for clearer programme objectives, strengthened risk and return support, enhanced StAR contact mandates, and procedural adjustments to selection and nomination.
