Internal Learning from Evaluations and Reviews
This study was set up to investigate how the Norwegian aid administration learnt from its evaluation system (1981-1991). It limited the focus to bilateral aid administered by Norad, and concentrated on the production and use of evaluation reports commissioned by MFA and project reviews commissioned by Norad.
