Norwegian National Allocation Plan for the Emissions Trading System in 2008–2012
The Norwegian National Allocation Plan (NAP) sets out the framework for allocation of emission allowances to installations obliged to surrender allowances under the Norwegian emissions trading scheme for 2008–2012. It describes scope, projected emissions, allocation principles, use of CDM/JI units, reserves for new plants including CCS, and interaction with national policies and the Kyoto Protocol. The plan provides emission data for 2005, projections for 2010, and annexes with installation lists and assumptions.
