The Assessment of the State of Norwegian Democracy TiNDe

TiNDe develops nuanced, demanding indices to assess democratic quality and resilience across five dimensions (electoral, liberal, participatory, deliberative, egalitarian) and three territorial levels (national, regional, local). The project combines existing cross-national and Norway-specific indicators, original coding, and a new expert survey to construct and apply these measures to Norway for years in the 2015–2021 range. The report finds Norwegian democracy to be high-performing and broadly stable, while identifying specific strengths (electoral integrity, civil liberties, deliberation, civic engagement) and weaknesses (low participatory mechanisms at national level, unequal vote weight, limited voting rights for long-term residents, local-level corruption perceptions, unequal influence of ethnic minorities). Experts estimate a low but non-negligible risk of substantial democratic decline in the future, and the report highlights trade-offs, methodological issues, and options for strengthening democratic resilience.
