Contact and Cooperation: The Israeli-Palestinian People-to-People Program
This paper describes the Norwegian-initiated People-to-People Program established under the 1995 Israeli-Palestinian Interim Agreement and operated with Fafo as the Norwegian Secretariat. It outlines the program's rationale, organisational structure, activities and NGO cooperative projects, and analyses major challenges including the asymmetrical relationship between Israelis and Palestinians. The author assesses impact and evaluation, the interaction between the program and the broader peace process, and Fafo's role as a third party. The study covers the period from September 1995 to mid-2000.
