Midterm Evaluation Report: Increase Welfare in the Community (CREATION) Project (2020-2024) English version
This midterm evaluation reviews the CREATION project (2020–2024) implemented in Pantai Labu sub-district, Deli Serdang District, North Sumatra. It assesses progress across three components—health (maternal and child health/Posyandu), education (elementary literacy) and livelihoods (farmers and fishers)—using a results-based approach, Theory of Change and OECD-DAC criteria. The evaluation synthesizes findings on effectiveness, relevance, efficiency, empowerment and sustainability, and identifies lessons learned and recommendations for improvement. Data sources include document review, surveys, field notes and stakeholder interviews.
