Knowledge Base for Norad’s Clean Energy Portfolio
The Norwegian Agency for Development Cooperation (Norad), represented by the Department for Climate and Environment, commissioned an analysis of the evidence base relevant for Norad’s clean energy development cooperation portfolio. The purpose of this report is to provide an updated basis for Norad’s management of the clean energy portfolio by synthesizing literature on energy development in low- and lower middle-income countries in Sub-Sahara Africa. It includes findings on energy interventions in areas such as generation, distribution, clean cooking, and policy reform, emphasizing challenges, contextual variations, and successful practices to enhance donor collaboration and private sector involvement.
