Making Support to Higher Education and Research more Effective Donor Policies and Modalities - The Norwegian Case
The purpose of the paper is: • to provide an overview of Norway's vision, policy and guiding principles on support to tertiary education and research in developing countries; • to describe programmes and funding arrangements; • to illustrate some of our perceived strengths and weaknesses in a selected number of programs; • to present some challenges for partner agencies dealing with a changing landscape.
