The Panorama Strategy (2021–2027)
This strategy sets Norway's priorities for bilateral cooperation on research and higher education with nine non-EU/EEA partner countries for the period 2021–2027. It aims to enhance the quality and relevance of Norwegian higher education, research and innovation through internationalisation, institutional partnerships, increased student mobility and stronger links to industry. The strategy highlights principles such as reciprocity, long-term perspective, academic freedom, climate considerations and coordination with European programmes like Horizon Europe and Erasmus+.
