Evaluation of the Role of Norwegian Assistance in Recipient Countries' Administrative and Institutional Development. In the preparation of strategies for future Norwegian development assistance the need was felt in 1993, for a thorough discussion of experiences gained and lessons learned from past and ongoing development cooperation related to collaboration procedures and practices between the recipient countries and the Norwegian authorities. Case countries for this evaluation were Zambia and Zimbabwe.
