This action plan sets out the Government's priorities and targeted measures to accelerate Norway's transition from a linear to a circular economy for 2024–2025. It identifies seven priority value chains and discusses policy instruments such as regulation, public procurement, economic instruments, research and innovation, and partnerships. The plan aims to reduce resource use and environmental impact while creating jobs and supporting industrial competitiveness. It also outlines monitoring, competence development and proposed regulatory changes aligned with EU/EEA initiatives.
